It is an initiative of the Government of the Republic, chaired by President Alejandro Maldonado Aguirre, which seeks to generate a multisectoral space for dialogue to develop a Strategic Agenda to Manage the Environment in the next 5 years, and agree on their joint implementation among the various sectors. The initiative is being led by the Minister of Environment and Natural Resources.

The process of dialogue to generate the Environmental Pact will not be a table of debate or political negotiation. Nor is it a strategic planning project led by experts. It is rather a diverse space for leaders of the economic, political, social and academic sectors, concerned and committed to Guatemala’s environment, to understand in depth what is happening (the current reality), and to agree on what to do in terms of In the next five years.

WHY AN ENVIRONMENTAL PACT

AND WHY NOW

Each and every one of the country’s environmental indicators give us one and the same message: Guatemala is losing its natural heritage and thus its long-term development potential and well-being.

There are already several environmental agendas with very finished proposals on public policies and measures to be taken (such as those contained in the K’atun National Development Agenda, Our Guatemala 2032 and the environmental diagnoses and proposals generated by the various universities), and on The goals to be achieved (such as the United Nations System’s Sustainable Development Goals); However it is necessary to translate them into a shared agenda among the various sectors and to identify the concrete measures that need to be taken in the next 5 years. The agenda to be generated must also be connected to the agents and actors who lead the destinies of the country. On the other hand, public environmental institutions are overtaken and it is necessary to re-think and renew it to take on the challenges we have with effectiveness, efficiency, transparency and citizen participation.

The transition government led by President Alejandro Maldonado represents a brief but powerful opportunity for political agreements between the living forces of society. This opportunity is given by the partisan independence of this administration of government, the citizen empowerment to regain control of “the orientation to the common good of the public administration”, and the entry of new government authorities in January of next year that are called To pay more attention to the citizen clamor.
